Thanks Amazon reviews though. I received a fuel pump for this lawnmower I bought which comes capped on all 3 valves with little rubber nipples. It's a dumb vacuum pump but 14 year old mower and ethanol had not been kind to it.

I installed it without removing the caps. An amazon reviewer remidned everyone to remove those. I did and it started working. 6 hours of troubleshooting because I'm dumb.
